However, 'Xellus opposed the treaty that would unite his people with the San'Shyuum, seeing it as surrender. Under threat of assassination, he gathered his followers and fled to the Refuge, an uncharted Forerunner shield world. There, his descendants would live in hiding until their discovery following the Human-Covenant War.
