The Emergency Circumstance Fleet was either a single Forerunner naval group or a category of such units.[1]
When the Flood began actively attacking the Forerunner ecumene's core systems late in the Forerunner-Flood war, the Emergency Circumstance, Suppression and Security fleets were ordered by Forerunner Fleet Command to defend the core systems. It is most likely that they were eventually overrun by the Flood and destroyed.
