Tampering with Forerunner technology

"Before he was recruited by the Office of Naval Intelligence, he showed signs of mechanical ingenuity, often upgrading the advanced equipment around despite tampering with Forerunner inventions being viewed as heresy."

Is this referring to the incident in Issue #19 where he tampers with a communications node? I always took that as him planting a bug or something of the sort for his spy work rather than upgrading the device, hence him killing the other Sangheili who came to investigate. I've been under the assumption that the little vignette is actually showing how the UNSC got the intel of what Jul's after, rather than necessarily being something that happened before Sevi's recruitment. --Jugus (Talk | Contribs) 03:43, 18 December 2015 (EST)
