Titles
Standard
The  Ultra Elites command specific operations and are the Covenant's equivalent to senior field officers. This makes them on par with UNSC Lieutenant Colonels and Colonels. They are subordinate to Zealots, who command Fleets and armies. They are considered to be more skilled than Spec-Ops Elites, but are still below Zealots.

In Halo 2, an Ultra is seen commanding a Scarab walker in the level Metropolis and a couple more are seen warring with the Covenant Loyalists for control of the Mausoleum of the Arbiter. They also appear more often in higher difficulties, in Halo 2 only.
Ultra Elite is a Covenant Sangheili (Elite) rank.

Special Operations Commander
Thus far, Rtas 'Vadum is the only known officer holding this title. A Spec-Ops Commander commands a squad of Special Operations Elites, as the name implies.

Although he appears to be similar to the rank of Ultra, sports a different secondary color (in Halo 2), throws grenades and has weaker shields than that of an Ultra. It has been theorized that the Commander may potentially command all of the Spec-Ops troops within the Covenant.

Ship Master
The standard Ultra Elites command specific operations and are the Covenant's equivalent to field officers (possibly along with Major Domo elites). They are subordinate to Zealots, who command fleets and armies.
The position is equivalent to a UNSC Navy Captain. Ship Masters command Starships from within the Covenant, but they still fall under the command of their Fleet's Supreme Commander and De Facto commander/Fleet Master.

Fleet Master
In Halo 2, Ultras are seen defending a Scarab walker in the level Metropolis and warring with the Covenant Loyalists for the Mausoleum of the Arbiter.
Although the Zealots usually have this role, an Ultra may, at certain times, take on the role of Fleet Master during extreme circumstances, or when required.

Special Operations Commander
Like their Zealot superiors, the Ultras are extremely powerful and skilled warriors. They also possess very strong energy shields that can withstand about twice as much damage as those possessed by Majors (in Halo 2), but with their shields down they can survive up to four melees, the same amount of damage as Master Chief can withstand with full shields. It seems the shield strength of Halo CE Zealots has been given to Ultras in Halo 2, and Zealots made stronger in Halo 2.

They often fight with heavy or dual-wielded weapons, particularly Plasma Rifles and Fuel Rod Guns, which they fire with unparalleled accuracy. They will also always carry Energy Swords as their secondary weapon. When enemies get too close, or they are stuck by a grenade, Ultras let out a war cry, drop their currently wielded weapon, and pull the sword out for close combat. Also strangely in Legendary when you get the IWHBYD skull in Halo 2, some of the Ultra Elites carry Beam Rifles which is the only time they can be seen wielding Beam Rifles unless you give them one when playing as the Arbiter.
Thus far, Rtas 'Vadumee is the only known officer holding this title. A Spec Ops Commander commands a troupe of Special Operations Elites, as the name implies.

The Ultras, are able to continue in sustained heavy combat long after most Elite warriors' shields would have been depleted. They are particularly effective in close quarters combat, where their stronger energy shields and Energy Swords allow them to take down large numbers of enemies. Evidence of this can be found at the Scarab, where, on Legendary, Ultras' shields are so strong, that they can withstand one or two direct rocket hits.
It is highly probable that other Elite castes hold this position as well, depending on the size of the spec ops units they command. Spec Ops Elites are probably not commanded by anything lower ranked than another Spec Ops Elite, but larger units (larger than the one commanded by Rtas 'Vadumee) may be commanded by Zealots, thus appearance of the armor may vary greatly.

Ultras, Councilors and Zealots, are the only Elites capable of withstanding a point-blank shotgun blast, assassination or a plasma grenade stick. They are extremely powerful and are not to be underestimated. On higher difficulties they can kill a careless player almost instantly.

Like their Zealot superiors, the Ultras are extremely skilled warriors. They also possess extra-strong energy shields that can withstand several times as much damage as those possessed by regular Elites, and they can take more physical damage as well. They often fight with heavy or dual-wielded weapons. Many also carry Energy Swords as their secondary weapon; when enemies get too close, or deplete their shield, Ultras let out a war cry, drop their currently wielded weapon, and pull the sword out for close combat. The 'Ultras' are able to continue in sustained heavy combat long after most Elite warriors' shields would have been depleted. They are particularly effective in close quarters combat, where their stronger energy shields and Energy Swords allow them take down large numbers of enemies. They are the only Elites capable of standing a shotgun shot or a plasma grenade stick.

When fighting an Ultra, it is advisable to use heavy weapons due to their strong energy shields. Even then, it will take multiple shots to kill the Elite. The Plasma Pistol is also highly effective, as it can completely disable their shields with a single overcharged shot, but an Ultra would most likely dodge it with ease, unless they're in a tight place. Like any other Elite, an Ultra will be briefly stunned after the overcharged shot disables their shields. The player should use this opportunity to quickly switch to another weapon, preferably one capable of making head shots (Magnum, Battle Rifle, or Carbine) and finish off the Ultra. If you are to find an ultra with it's back turned, do NOT melee it in the back. This will only take down half it's shields and cause it to bring out an Energy Sword. Finally, Plasma Grenades are useful as well. While sticking an Ultra with a plasma grenade, on Legendary, will not kill it outright, it will deplete most of its shields, allowing the player to finish off the Elite with relative ease unless you delay and allow their shields to recharge, thus you must act quickly.
Appearances
Several Ultra Elite corpses were seen in Halo: Combat Evolved - presumably killed in combat with the Flood - but they do not appear in battle until Halo 2. However, even in Halo 2, they are infrequent in number.
Yet, one of the main protagonists of Halo 2, Rtas 'Vadumee, better known as the "Special Operations Commander" or as "Half-Jaw", is an Ultra Elite. Rtas commands a force of Special Operations Elites that greatly assist the Arbiter in almost all of his battles on the Threshold Gas Mine and on Installation 05, although he only physically fights in four levels - Oracle, Sacred Icon, Quarantine Zone, and The Great Journey.

Ultra Elites wear a white version of the standard Elite armor. They appear to have two sets of armor, one being white with white trim, the other white with black (steel) trim: full white armor is that of the Special Operations Commander. In Halo 3 Rtas' Vadum is seen with slight armor permutations such as a Combat helmet, but with the rest of it being part of Assault armor.

The following is a list of areas that 'Vadumee appears in, on any of the four difficulties:
*The Arbiter - Rtas 'Vadumme is the commander of the Special Operations force (Arbiter, Special Operations Elites, and Special Operations Grunts) that storms the Gas Mine, and coordinates the attack from the safety of a Phantom.
*The Oracle - Rtas 'Vadumme joins in the attack, fighting the Heretics and the Flood. At one point, however, he and his men withdraw, leaving the Arbiter to fight off the enemies to kill the Heretic Leader. Then, 'Vadumme appears to exfiltrate the Arbiter from the Gas Mine in his Phantom.
*Sacred Icon - Special Operations Elites once again under the command of Rtas 'Vadumee held a Covenant reinforcement point by way of Plasma Cannon, Energy Sword, and Plasma Rifle for the Arbiter to join them in the strike to retrieve the Index from the Library. They held out long enough for a Phantom with further Special Operations Elites and several vehicles, including a Specters and two Ghosts.
*Quarantine Zone - Special Operations Elites assisted the Arbiter in forging a path to the Library. About at the two-thirds mark, Rtas 'Vadumee sent a Phantom with another Specter and more Special Operations Elites to assist. When the Covenant force reached the gondolas, further Special Operations Elites defended the gondola from Flood attacks. When the gondola halted, Special Operations Elites awaited on the gondola to protect their sole exfiltration craft as the Arbiter retrieved the Sacred Icon. It is likely that the Brutes slaughtered the remaining commandos that were defending the Gondola - one of the first acts of the Covenant Civil War.
*The Great Journey - Rtas 'Vadumme drives a Wraith, escorting the Arbiter to the mouth of the Brute fortress before leaving the Arbiter, moving instead to retake a Brute-held CCS-class Battlecruiser in extreme low orbit. (E.L.O.)

Easy & Normal Difficulties
See: List of Elite Ultra Appearances in Halo
*Cairo Station - In Hangar A-02 (where the player sees Athens explode) there is an Ultra Elite guarding the entrance.

*Metropolis - An Ultra Elite commands the Scarab battle walker that attacks New Mombasa. He dual-wields Plasma Rifles until sustaining a certain amount of damage, then charges with an Energy Sword with a roar.
*Gravemind - Numerous Ultra Elites fight Brutes in the Mausoleum of the Arbiter on High Charity. They used higher ground on the edges of the circle-shaped room to rain fire with Fuel Rod Cannons on the Brutes. However, they also wielded Energy Swords, pummeling enemies that were too close for their heavy shoulder-mounted cannons. Two more were at the exit of the Mausoleum, along with the "Honor Guard Councilor".

Ultra Elites appear as enemies in Halo 2. However, when Grunts, Jackals or the player is replaced by an Elite in Halo CE through use of a mod, the replaced characters now possess white/sapphire armor that looks entirely similar to that of an Ultra Elite. They could have been taken out during the development process of the game; but may be a sort of "default state" as the edited Elites assume their color. Dead individuals, presumably killed in combat with Marines or the Flood are spotted throughout Halo: Combat Evolved.
Heroic & Legendary Difficulties
*Cairo Station - An Ultra Elite, armed with an Energy Sword was in the rear vanguard of the Covenant force that deployed in Hangar A-02. A second, also armed with an Energy Sword, kills the Master Gunnery Sergeant in Armory A-01. On the easier difficulties, the Master Gunnery Sergeant is killed by a Stealth Elite with a Plasma Rifle.
*Outskirts -
**An Ultra Elite leads the first Covenant counterattack against the UNSC-held position near the Pelican crash site at the start of Outskirts.
**An Ultra Elite leads the attack on the Hotel Zanzibar in New Mombasa. He operates a Plasma Cannon until SPARTAN-117 approaches too close, and then he will charge with an Energy Sword.

Known Ultra Elites
*No living Ultras could be found in Halo 3 on the level Cortana and Floodgate. In Floodgate, one or more of the dead Ultras may be missing their two left mandibles, just like Rtas 'Vadum or "Half - Jaw".
*Rtas 'Vadumee (Half-Jaw)
*Given the sheer size of the Covenant Military, before the civil war, the majority of Ship Masters were probably Ultras.
*An Ultra performs the same functions and is just as important as a UNSC senior field officer, making them the Covenant's equivalent to Lieutenant Colonels/Colonels and Commanders/Captains.
*Ultra Elites are a part of the Regular Elite Ranks.
*Ultra is possibly the next Elite rank that can be achieved after Major Domo if the Elite doesn't join any of the Specialist Ranks.
*On the level Floodgate, the dead Ultras sometimes have glitches; some have a mixed helmet of Combat and Assault with Combat body. On some occasions; however, regular-faced Ultras can be found at the edge of the pit leading further into the crashed ship.
*As seen in the picture, there is a Flood-infected Ultra Elite, but only if you perform a certain trick on Floodgate. This can only be done at the end of the level, where you see all of the dead Elite Ultras. Just push one (or more, depending on how many Ultra Forms you want) into the pit that has a liquid covering the floor and Flood Growth Pods on the wall. Pop one and watch the Infection Forms go into the Ultra, and it will rise, as the same color as it was when it wasn't infected. Note: Sometimes the Infection Forms won't infect the body. If they don't, kill them all and pop another pod.

*Rtas 'Vadumee is the only Ultra featured that does not have black/steel as his secondary armor color. This may hint that secondary colors play an important role in an Elite's armor, much like modern day function badges play on military uniforms. Black may hint at infantry or ground combat positions while white, as in Rtas' case, may hint at Special Operations. Or, it may simply imply that Rtas is a slightly higher/lower rank (as with the relation with Lieutenant Colonel and Colonel) or position (as with the relation with a Sergeant Major and a Command Sergeant Major) than a normal Ultra. It may just serve to differentiate him from other Ultras.

*It is possible, and perhaps implied, that Ultra Elites are also given the title of Ship Master. While an Ultra would probably not be the Ship Master of a capital ship such as a gargantuan Assault Carrier, an Ultra may be given command of a lighter starship, such as a Stealth Ship, a Covenant Frigate, or a CCS-class battlecruiser. Further evidence of this might be when the character Rtas 'Vadumee in Halo 2, The Great Journey, remarks - "I'm going to take the cruiser back.", referring to a CCS-class Battlecruiser in the distance. If he intended to take and then hold the ship from the Covenant Separatists, then one could argue that he most likely already had the authority of rank to command such a ship. However, this is only speculation, as 'Vadumee may've intended to hand control of the ship over to a higher ranking elite once he'd secured it. Still, given the importance of Ultras in ground operations, the possibility of them being Ship Masters should not be taken lightly.

*Since Major Domos are called Half-Commanders, it is possible that Ultras are simply called Commander.

*Given what is played out in both Halo games, an Ultra seems to perform the same duties and be just as important as a senior field officer. If this is true, the Ultras are the Covenant's version of UNSC Lieutenant Colonels/Colonels and Commanders/Captains.

Ultra Elite is a Covenant Sangheili (Elite) rank.
