The High Councilors, sometimes referred to as Minor or Lesser Prophets,[1] are San 'Shyuum representatives on the High Council of the Covenant. Many of them serve as the head of Ministries that handle the day to day operation of the Covenant Empire. Because of the influence they have on the Council's proceedings, many of these Councilors (like the former Minister of Fortitude and the Minister of Concert) are often considered to be in line to being Hierarchs.
While the Hierarchs are the most prominent of the San 'Shyuum governors, councilors or Lesser Prophets are extremely important in the Covenant society. They share power with the Sangheili on the High Council.[2]
Trivia
It would appear that while many San'Shyuum members of the High Council use the "Prophet of..." naming scheme, such titles are not exclusive to the High Councilors.
