It is speculated that Adjutant Reflex might be an AI helping the librarian, a forerunner during his/her indexing of all sentient life. It is possible that, during the ARG, the librarian was indexing us with the help of Adjutant Reflex(Helping Reflex).

During his stay on the bungie forums, he mentioned categorization of species and other things that had to do with indexing lifeforms.

Later on he is hacked by Mendicant Bias and so what destroyed. The librarian finds us a very interesting species and thinks that we have something to do with their own kind. The librarian sends the humans to the ark and rests on mount Kilimanjaro before the Halo Array is activated.
