There is very little information publicly known about the Online Multiplayer World Map, how the map is drawn and what data is used to compose the map. It can be safely concluded that each point of light does have an actual relationship to a real time user of Halo 3 Multiplayer, but how many people are needed to turn a single point of light on is unknown. The web development team has been typically tight lipped on the subject.
