The "This happened before the '''former''' supreme commander of fleet of particular justice." excerpt; it's referring the former Suprme Commander of the Fleet of Particular Justice. Who is he now? The Arbiter. He didin't promote himself in an act of rebellion, he was ~~most likely~~ demoted to Fleet Master or Ship Master (hence the Zealot armor alternation).
