The SPARTAN-IV Program was a supersoldier project authorized by the Office of Naval Intelligence. Conceived by Admiral Margaret Parangosky following the SPARTAN-III Program, the SPARTAN-IV Program was originally to be headed by Colonel James Ackerson, the project lead of the SPARTAN-IIIs, while Dr. Catherine Halsey, the project lead of the SPARTAN-IIs, was to be reassigned to this program to work as Ackerson's subordinate.[1] While Ackerson was killed during the final months of the Human-Covenant War, ONI proceeded with the program without him.[2]
Like the original ORION Project, the SPARTAN-IV Program would use only consenting adult volunteers.[3] The remaining SPARTAN-III's were offered to be integrated into the SPARTAN-IV Program.[4] Some Spartan-IV personnel were already active by 2553, as some of them were temporarily assigned to the UNSC Infinity before it was launched.[2]
