Template:Ratings Template:New Content The Builders were a class of Forerunners considered to be the most powerful in terms of intelligence, wealth, and political power.[1] As its name suggests, the builders are responsible for the myriad of technologically advanced structures and objects seen throughout the Milky Way galaxy, including the Halo Array.[1]
