The Water Form is a Flood organism encountered by a Covenant special operationss team in the Threshold gas mine. They were sealed in a tank of liquid in the research area of the facility, and were likely stored by the Forerunners for research.[1]
Trivia
Bungie jokingly referred to this form as a "Flood Sea Monkey" in a recent post.
