The Assembly was an legislative group of Human artificial intelligences active from 2310 to 2552. The minutes of their meetings were recorded in the Data pads in Halo: Reach.[1]
The purpose of the Assembly was to regulate the activities of artificial intelligences, as well as analyze and extrapolate data for the continued survival of the human race. It is most likely that the Assembly remained secret from most, if not all, humans.[1].
