When not in the presence of the Hierarchs they appear to wear amber crowns set with gem stones.[verification needed] They appear to be slightly higher than Elite Councilors at least in military proceedings as the Prophet of Stewardship in Halo: The Flood ordered the execution by decapitation of the Councilor Soha 'Rolamee for failure to contain the Flood, though given that Stewardship was already disregarding Thel 'Vadamee's authority, this execution may have been illegal.[2] Being that Hod Rumnt was once a Councilor before becoming a Hierarch. They appear to be above Legates but below Hierarchs.
