Roe, insisting on saving the future of the Sangheili clan, urged Fal 'Chavamee to accept the Covenant as the Sangheili's official authority. He expressed great concern for 'Chavamee  and unwilling to lose him as to being marked as a heretic by the [[San 'Shyuum]].

Harka then killed Roe and left both bodies in Fals' home for him to find, prompting him to start a personal war against Harka's forces, leading to the eventual death of both Fal and Harka.

Roh[note 1] was a Sangheili of the Covenant and a friend to Arbiter Fal 'Chavamee.[1]
