Roe was a Sangheili of the Covenant Empire and a friend to Arbiter Fal 'Chavamee.[1]
Biography
Roe, insisting on saving the future of the Sangheili clan, urged Fal 'Chavamee to accept the Covenant Empire as the Sangheili's official authority. He expressed great concern for the Arbiter and unwilling to lose him as to being marked as a heretic by the High Prophets.
When Fal refused to budge, the High Prophets ordered Harka to draw out and kill him, forever bringing great shame upon the title of "Arbiter." Harka accomplished this by forcing Roe to kill Fals' wife Han. Harka then killed Roe and left both bodies in Fals' home for him to find, prompting him to start a personal war against Harka's forces, leading to the eventual death of both Fal and Harka.
