First, use the cease fire technique to lower your weapon by pressing every button combo simultaneously: Right bumper, Left bumper, Left Stick button, A, D-pad Down and get in a vehicle. When you get out of a vehicle, your weapon will be higher than usual and it will not move (as if it's frozen on your screen) and remain inanimate until you perform an action (melee, firing, etc). This glitch is incredibly easy if you know how to lower your weapon.
