Unbeknownst to the officials on the planet, Jilan al-Cygni is an ONI operative sent on Harvest to overlook operations. She was sent to Harvest to investigate Insurrectionist attacks against UNSC freight shipments. She commanded [[Avery Johnson]] and [[Nolan Byrne]], and was one of the first Humans to meet the [[Brutes]]. During the defense of Harvest, she served valiantly, and led an assault on the Tiara and evacuated the planet before it was glassed. Prior to her escape, she was resisted by the governor of Harvest, Nils Thune. She, aided by Johnson and Byrne, removed him from office forcibly and took command of the operations on Harvest.
After succesfully escaping, Jilan and Johnson found themselves together and alone. They proceeded to have a small relationship, an attempt to return to normalcy in what they both knew would be a long and harrowing battle against their newfound enemy. Jilan's fate after her escape is currently unknown.

Lieutenant Commander Jilan al-Cygni was the commanding officer of Staff Sergeant Avery J. Johnson during the operation to stop suspected Insurrection attacks against UNSC freighters. She is affiliated with ONI Section Three.
