An easy way to get here is if you have 4 controllers, you sign them in on a doubles match, and then just play your own person ranked, and get all the achievements (not confirmed to work).

Spartan Officer is a Halo 3 Multiplayer Achievement. It is earned when the player advances to the rank of Lieutenant (70 won ranked or social matches and a skill level of at least 10) on Xbox Live. This Achievement gives 25 Gamerpoints to the player and unlocks the Rogue Armor Armor Permutation.

It is represented by a gold plate with an eagle holding thunderbolts.
