The Ministry of Concert[1] is a Covenant political body that represents/settles the political interests of the lower caste members of the Covenant hierarchy, which includes the Grunts, Jackals and Drones.[2]
It should be known that a former Minister of Concert was to eventually become the Prophet of Tolerance.[3]
