The Insurrection is the proper name given to the civil war which was fought by the UNSC and the rebels of various planets of the outer colonies. The Insurrectionists did not want the Human-Covenant War, for reasons ranging from pacificity to reverence of aliens. UNSC Marines held Insurrectionists in low esteem and refer to them as "Innies." Insurrectionists started out as peaceful protesters. As no progress was made and negotiations failed the Insurrectionists "evolved" and used terrorist tactics. They would bomb military and government targets in protest, progressing ever further to non-military targets, which according to Staff Sergeant Avery Johnson caused the Insurrectionist cause to lose all of its support and sympathizers. Later in the war, the Insurrectionists managed to bomb a civilian spaceship cruise known as the National Holiday, which was passed off as an accident by the Office of Naval Intelligence. The Insurrectionists used cunning methods to fool ONI such as changing methods of hiding chemical radiation from the ARGUS tools. Brutal methods were used on both sides, as the UNSC forces showed no mercy upon prisoners. One such instance was portrayed in the book, Halo: Contact Harvest, where an ONI officer orders Staff Sergeant Byrne to execute all the prisoners besides the one who gave in to answering questions regarding the bomb's location.

The Insurrection[1] is the proper name given to a civil war fought between the United Nations Space Command and various loosely organised groups of rebels over control of the Outer Colonies, between the 2490's and the 2530's. Originally confined to the Epsilon Eridani System, by 2530 it had spread to several other systems.[2].

Originally, the breakaway movements started as disquiet against the Colonial Administration's oversight of the Outer Colonies, with the colonists tired of the organisation's bureaucracy. Starting as peaceful protests, after years of frustrating negotiations some groups began to use more forceful methods, eventually abandoning diplomacy in favor of terrorist tactics. What had once been widespread support for the Insurrectionists quickly dried up at the outbreak of violence. Though they started out targetting only military and Colonial Administration targets, as the UNSC counterinsurgency operations began more and more innocent people were caught in the crossfire.[3]

By 2524, the Insurrection had claimed a million lives. The various rebel groups had become extremely adept at creating improvised explosive devices difficult for the UNSC to detect, and therefore stop, and had struck many high profile targets, even in orbit above Reach itself. Opponents of the war believed the simplist solution was to simply give the rebels their autonomy - for the UNSC to pull out, and let the rebels have their independence. However, the value of the colonies made them simply too important to abandon.
