The Fleet of Particular Justice was a Covenant Naval unit.
It was formerly led by Supreme Commander Thel 'Vadamee. This Fleet was one present at the Battle of Reach, and pursued the UNSC Pillar of Autumn to Installation 04, also known as Alpha Halo.
Background
The fleet was formed in 2534 during a reorganization of the Covenant Military ordered by the High Prophets, against the wishes of Sangheili commanders.[1] The fleet was present at the Battle of Reach under the leadership of the Thel 'Vadamee, and it was also accountable for all the Covenant forces the UNSC fought during the Battle of Installation 04, though it is believed Thel 'Vadamee was not present at any ground battle. They fought the humans, the Flood, and the Forerunner constructs under the command of 343 Guilty Spark.
As Installation 04 was destroyed, most of the nearby Fleet was vaporized along with it.
One Artifact Retrieval team, led by Sesa 'Refumee, was on Threshold at the time of the Fleet's destruction. Upon discovery of the truth of the Forerunners through 343 Guilty Spark, they rebelled and became known by the Covenant as the Heretics, resulting in a conflict that was a prelude to the Great Schism. The Heretics were wiped out, but the Covenant belief in their creed fell abundantly.
The Fleet of Particular Justice was one of the Covenant's larger Fleets, only exceeded by the Combined Fleet of Righteous Purpose led by Imperial Admiral Xytan 'Jar Wattinree and the Second Fleet of Homogeneous Clarity whose purpose was to defend the Covenant capital city known as High Charity.
