The Fleet of Particular Justice, formerly led by the Arbiter, was just one of many Covenant Fleets. This fleet was present at the Battle of Reach and pursued the UNSC Pillar of Autumn to Installation 04. This fleet, under the leadership of the future Arbiter, was responsible for all the Covenant forces the Master Chief battles in Halo: Combat Evolved. They fought the humans, the Forerunner constructs under command of 343 Guilty Spark, and eventually, the Flood.
As Installation 04 was destroyed, most of the fleet was destroyed along with it, however several vessels survived, including six cruisers and a flagship of the fleet, the Ascendant Justice.

When the Fleet of Particular Justice made a blockade for the Pillar of Autumn, its believed that the Pillar of Autumn destroyed at least 4 cruisers and damaged others.
