This is model error achieved by exploiting a glitch in Halo 2. It allows one to '''separate the character's upper and lower body'''.

If your look sensitivity is high enough, you will notice your torso spins faster than your lower body, and you can in fact turn your torso 360 degrees more than your legs. The Body Separation Glitch is a model and animation error present in Halo 2. The glitch allows players to separate a playable character's upper and lower body. It may be performed when playing as either the Arbiter or the Master Chief.

Methods

Look Sensitivity Method
