An Imperial Admiral operates on a high ranking Covenant Flagship such as an Assault Carrier, Supercarrier or other very powerful capital ships within the Covenant armada. They are of higher rank than a Zealot, as Xytan 'Jar Wattinree promoted Voro Nar 'Mantakree to the position of Fleet Master. [1] It is revealed in Halo: Ghosts of Onyx that the Imperial Admiral controls the entire fleet of the Covenant. Little else is known about the rank other than that, but it seems likely that they are second only in rank to the Councilors, just above the rank of Supreme Commander.
