The Imperial Admiral is a very high Elite rank in the Covenant, second only to the Elite Councilors.
Summary
The Imperial Admiral[1] is within the Elite ranks, and is extremely high in the Covenant. This rank is given to Elites to control large fleets and armadas. Very few ever attain this rank. Usually an Imperial Admiral operates on a high ranking ship (Covenant Flagship) such as an Assault Carrier, Supercarrier, or other powerful capital ships within the Covenant armada. In the Covenant ranking they are above Supreme Commanders(who command smaller fleets like the Fleet of Particular Justice)but below Councilors
