			::Maybe they're just a never-before-heard-of species living in the periphery of the Covenant's former empire? Maybe one thing or the other made them ill-suited for incorporation into the Covenant (or they were just an insignificant slave race with a very small population used mainly for manual labor), or the Covenant at large never even got to hear about them (I can see there being a thriving and lawless fringe element to the Covenant's remote regions even during its height).
