Project JAVELIN is a program administrated by the United Nations Space Command, likely under the Office of Naval Intelligence.
Overview
After encountering NOBLE Team on July 27, 2552, Dr. Catherine Halsey surmised in her journal that all but one of the team's personnel might be products of JAVELIN, if not a later generation of the SPARTAN-II Program. She did not know that the other members of NOBLE Team were actually SPARTAN-IIIs, as she was unaware of that program's existence at the time. Given this context, it is possible that Project JAVELIN also involves biologically augmented supersoldiers or powered armor.[1]
