Becoming a ship captain means you have some level of competency (unless you're CDR Miranda Keyes). I'm not saying that he's dumb either as all senior officers go through a myriad of training regimens, simply that he makes incredibly poor decision as a commander of a trillion cR warship housing nearly 20,000 crew.
