The Honor Guard Councillor appears only once in the Halo universe: at the end of the level ''[[Gravemind (Level)|Gravemind]]'', at the fore of the bridge between the [[Mausoleum of the Arbiter]] and the [[Far Tower]]. It only appears on the harder difficulties, Heroic and Legendary. The Honor Guard Councillor is flanked by two [[Stealth Elite]]s wielding [[Plasma Rifle]], but is armed with an [[Energy Sword]] himself. This only occured after [[SPARTAN-117]] destroyed the [[Ultra Elite]]s, [[Hunter]]s, and [[Brute]]s fighting in the Mausoleum and moved to intercept the [[High Prophet of Truth]].
