The reason Lower is confirmed while Upper is unconfirmed is because in [[Halo: The Fall of Reach]], when it is describing Rear Admiral Micheal Stanforth while he debriefs the graduating Spartan-IIs, it says he has a single star that marks a Rear Admiral. Later, Vice Admiral is described as having three stars.
