Pure speculation on my part, but seeing as the United States Navy rank is "Seaman" (as well as the subordinate ranks of Seaman Apprentice and Seaman Recruit), it makes sense that the rank has been renamed to crewman in the UNSC, as Naval personnel now work on spaceships as opposed to sea-fairing vessels.
