| Elite Councillors are the highest ranked [[Elites]]. They share power with the Prophet Hierarchs and the Prophet Councillors. They make the political and army decisions of the [[Covenant]]. During the [[Civil War of the Covenant]] they were stripped of their rank (it is unknown if there are now Brute Councillors).

| The Councillors wear large, distinct and oddly shaped crowns as ceremonial helmets. These helmets are light blue in colour. For armour they wear white plates like Ultras.
