I'm under the impression that "army commander" is more of a description of Thrallslayer's role whereas his proper rank is chieftain. Even his leader card only calls him "Chieftain" in all but the "Rank" field, which lists him as "Chieftain - Brute Army Commander"; for comparison, Cutter's rank field says "Captain - UNSC Spirit of Fire CVF-88" and the Prophet of Regret's "Prophet - A leader of the Covenant High Council."
