The UNSC Security Council[1] is a body of senior military figures that is in overall control of the in the United Nations Space Command Defense Force. Part of the UNSC High Command, it is based in Sydney, Australia. How it relates to the Unified Earth Government and the Secretary of Defense is unclear.
The Security Council temporarily superseded the Unified Earth Government as humanity's overall governing body during the Human-Covenant War, though some power had been returned to the civilian government by early 2553.[2] The Security Council is largely made up of military personnel, tasked with planning, administering, and coordinating the branches and operations of the UNSCDF.
As of September 4th, 2552, known members of the committee included the following:
- Chairman: Fleet Admiral Sir Terrence Hood,[3]
- Vice Chairman: Vice Admiral Danforth Whitcomb,[3] Deputy Chief of Naval Operations
- Ground forces liasion: Major General Nicolas Strauss[3]
- Office of Naval Intelligence: Admiral Margaret Parangosky
There were also a number of other officers present at this time, presumably representing the UNSC Army and the UNSC Air Force.
The Council is based in Sydney, Australia, and meets in a protected underground chamber of HIGHCOM Facility Bravo-6, which contains a crescent-shaped table[3] behind double doors guarded by two battle-ready MPs.[4] Although Sydney was devastated during the Battle of Earth, Bravo-6 itself remained mostly untouched and continues to be the Security Council's headquarters in the post-war era.[5]
