Template:Covenant Rank Infobox Prelate of High Charity is a position of high rank in the Covenant that can be held by San 'Shyuum.[1] The Prelate is essentially the city's mayor.
Before ascending to the position of Hierarch, the Prophet of Restraint held the position of Prelate. He was the last known Prelate as High Charity was subsequently overrun by the parasitic Flood during the First Battle of High Charity.
