A minister is the head of a government ministry. The title is used by both the Unified Earth Government and the Covenant Empire.
Covenant ministers
Since San 'Shyuum are the only species entitled to hold civilian government positions, the position of minister is held exclusively by Prophets. Each of the separate Covenant Ministries is headed by its own Minister, with a Vice-Minister serving as a second-in-command. Examples of this are the Minister of Fortitude and the Vice-Minister of Tranquility. There are also differences between the different Minister's equipment.
