I Agree with XRoadToDawnX with this one. seeing as how it's in the static, default pose, untextured and extremely small, it seems to me that it's just a Technical oversight. One of my Interesting, albeit, very unlikely theories is that this model might be a reference to randomly generate the armor permutations of the dead SPARTANs that you see strewn throughout the gameplay area, as with each play-through of that level, each dead SPARTAN has different armor permutations. But as I said it's just a theory as I have no solid evidence to go by.
