The People's Occupation was an Insurrectionist organization based on Reach. Before the discovery of Covenant forces on the planet, ONI suspected the ultra-radical wing of the organisation was responsible for the comms blackout at Visegrád Relay, and asked Vice Admiral Hieronymus Michael Stanforth to return to Reach to deal with the problem.[1] The group was likely destroyed during the Fall of Reach.
