The People's Occupation were an Insurrectionist organisation based on Reach. Before the discovery of Covenant on the planet, ONI suspected the ultra-radical wing of the organisation, and asked Vice Admiral Hieronymus Michael Stanforth to return to Reach to deal with the problem. The group was likely destroyed when Reach was invaded by the Covenant.[1]
