Roh was a Sangheili of the Covenant Empire and a friend to Arbiter Fal 'Chavamee.[1]
Biography
Roh, insisting on saving the future of the Sangheili clan, urged Fal 'Chavamee to accept the Covenant Empire as the Sangheili's official authority. He expressed great concern for the Arbiter and unwilling to lose him as to being marked as a heretic by the High Prophets.
When Fal refused to budge, the High Prophets ordered Haka to draw out and kill him, forever bringing great shame upon the title of "Arbiter." Haka accomplished this by forcing Roh to kill Fals' wife Han. Haka then killed Roh and left both bodies in Fals' home for him to find, prompting him to start a personal war against Haka's forces, leading to the eventual death of both Fal and Haka.
