Template:Ratings The Rubble Security Council were in charge of everything that went on in The Rubble [1]. There are nine council members, all of which were elected by the people of The Rubble. They played the main part in the allegiance of the Insurrectionists and the Kig-yar, and are responsible for the construction of the Exodus Project [2].
