The structures.
The Apex[1] is a Forerunner structure consisting of a port holding many Forerunner ships, possibly inside a Shield World. [2].
The purpose of these towers is currently unknown, it is known to include a Beam Emitter like many other Forerunner facilities. Though unlike the standard Beam Emitters, this energy is channeled into one continuous stream, instead of a single bolt of energy.
The level Shield World is probably taking place on the Apex. Considering this, more info on this installation will be revealed with the release of Halo Wars.
