Enlistment Officers (also known as recruiting officers, recruiters, or conscription officers) are officers that serve in the UNSC, usually unfit for combat duty [1]. The only known enlistment officer was Lieutenant Downs, who recruited Johnson in the book Halo: Contact Harvest.[2]
An enlistment officer's job is to enlist new men to fight in the UNSC. Recruiting soldiers during wartime is never easy, but the average enlistment officer's quota is five new soldiers per month [3]. Targets usually include people of enlistment age, occasionally without the knowledge of their parents.[4]
