Lieutenant Commander Jilan al-Cygni was the commanding officer of Staff Sergeants Avery J. Johnson and Nolan Byrne of the militia units during the operation to stop suspected Insurrection attacks against UNSC freighters. She is affiliated with ONI Section Three. [1]
