Section 14[1] is a United Nations Space Command organization. It is likely a part of the NMPD.
It acts as a policing force, and is responsible for monitoring the harbor traffic of New Mombasa during the daytime, although it is inactive during the night, thus transforming the shoreline of industrialized regions of New Mombasa into some of the most "notorious hangouts" for criminals after the sun sets.
