The [[Insurrectionists]] did not want the Human-Covenant War, for reasons ranging from pacificity to reverence of aliens. [[UNSC]] [[Marines]] held [[Insurrectionists]] in low esteem and refer to them as "Innies." [[Insurrectionists]] started out as peaceful protesters. They then evolved to a sort of uban terrorist cell. They would bomb military and government targets in protest, progressing ever farther to non-military targets. Farther on into the war the [[Insurrectionists]] bombed a civilian spaceship cruise. (The [[Office of Naval Intelligence]] managed to pass it off as an accident)
