This makes it possible that one or more of the Flagships was a secondary vessel to the [[Arbiter (character)|Supreme Commander]]. Then, the [[Supreme Commander]] of the Fleet commandeered the mysterious flagship during the campaign at [[Reach]] and later, [[Installation 04]]. The future [[Arbiter]] would later use it to return back to ''[[High Charity]]'' after Installation 04 was destroyed.
