The rotating sections contained water tanks that would automatically irrigate crops grown in the hydroponics bay in the middle/ carousel section of the vessel. They could carry enough food and water to supply a small city.
Vessels of this class included the Laden, which Blue Team used in the Mission to Eridanus II to get to the rebel base and avoid suspicion.
