Soha 'Rolamee was an [[Elite]] and member of the council of masters in the [[Covenant]].
Soha 'Rolamee was an [[Elite]] member of the [[High Council]] and member of the council of masters in the [[Covenant]]. He outranks [[Zuka 'Zamamee]] by at least two levels. He is a member of the Council, so he would probably fall under the rank of "Councillor"
 
He was one of the members of the council that were on [[Installation 04]] when the ''[[Pillar of Autumn]]'' landed. He used the ''[[Truth and Reconciliation]]'' as his office, but was apparently subordinate to a [[Prophet]] council member who was also there.
 
He was the one 'Zamamee went to to request approval to hunt the [[Master Chief]]. At first 'Rolamee was hesitant and refused to allow it, but after the Chief raided the very same vessel, 'Rolamee authorized it.
 
When the [[Flood]] was discovered, 'Rolamee apparently took charge of ensuring that they were contained. When these attempts failed, and the Flood began spreading uncontrollably throughout the ring, the prophet had 'Rolamee beheaded, and showed his head to 'Zamamee as "the price of failure."

Summary

Soha 'Rolamee was an Elite member of the High Council and member of the council of masters in the Covenant. He outranks Zuka 'Zamamee by at least two levels. He is a member of the Council, so he would probably fall under the rank of "Councillor"
