Roosevelt Military Base was an UNSC Military facility near the Outer Colonies. Roosevelt Military Base was noted to be in the vicinity of a Black Market Bazaar, but forces there were unable to successfully end the operation. The Bazaar was finally shut down by the Spartans, a "cover" mission performed in order to inconspicuously bring the Spartans closer to the Damascus Testing Facility and receive their highly secret first set of MJOLNIR Armor.
